Sub-registrar offices hardly move without speed money: TIB


Dhaka, September 09: It is very difficult to get any work done at sub-registrar offices without speed money, according to a research of Transparency International Bangladesh (TIB) on Monday.It said service-seekers have to pay bribes ranging from Tk 1000 to Tk 5 lakh to get their work accomplished.

The survey report was disseminated at a press conference at TIB’s Dhanmondi office.

The anti-graft watchdog also put forward a 15-point recommendation to bring transparency, ensure accountability and integrity in land management.

TIB Executive Director Dr Iftekharuzzaman said although the government has taken few positive steps, the land registration sector is plagued with corruption and there is lack good governance. “Corruption has taken an institutionalised shape where accountability is not working and irregularities are prevailing from top to bottom,” he said.

TIB Trustee Board Chairperson Advocate Sultana Kamal said there is a shortage of skilled manpower in the land registration sector. “We suggested enhancing institutional capacity to ensure good governance in the land registration service.”

The 15 recommendations include legal and systematic amendment, implementation of law, ensuring necessary finance, infrastructure, manpower and logistic support for all sub-registrar and district registrar offices and simplifying and digitising the system.
